EDC Names Liesbet Steer as President and CEO

 

Waltham, MA / The Board of Trustees for Education Development Center (EDC), a global nonprofit advancing solutions at the intersection of education, health, and economic opportunity, announced today the selection of Liesbet Steer as its next president and CEO. She comes to EDC from the Education Commission, a global initiative encouraging greater progress on the United Nations Sustainable Development Goal for inclusive and equitable quality education, and she brings more than 20 years of international development and finance experience to her EDC role. She will take office on March 1, 2023.

 

“On behalf of our Board of Trustees and EDC staff across the globe, I am thrilled to officially welcome Liesbet Steer as our next president and CEO,” said Ciara Burnham, Chair of EDC’s Board of Trustees. “Our comprehensive search yielded the best possible result: a proven leader and researcher with the right mindset and experience to build on EDC’s six decades of improving opportunities worldwide, especially for those who are most vulnerable.”

 

Over two decades, Steer has served in numerous development, education, and finance roles. As a fellow at The Brookings Institution, she authored a flagship report on education investment, which led to the creation of the Education Commission, chaired by former UK Prime Minister and UN Special Envoy for Global Education Gordon Brown. As executive director of the Commission since 2015, she has led global work on multiple key education transformations, including learning models, the education workforce, service delivery, financing, and cross-sectoral action. Prior to this, she served in policy and research roles, including as director of the ODI flagship Development Progress program, which evaluated what works in development across the world. Earlier, Steer lived for a decade in East Asia working for the World Bank and IFC in Vietnam, Laos, and Cambodia and also as director of economics of the Asia Foundation in Indonesia.

 

 

 

“It is a huge privilege to join an organization of EDC’s legacy and potential,” said Steer. “With its world-class research and analysis, and extensive delivery on-the-ground, across the globe, EDC is uniquely positioned to advance systems-level change that is necessary to tackle the world’s most pressing challenges. As we approach the half-way point towards the world’s 2030 Sustainable Development Goals, it is more important than ever to innovate and turn ideas into action at scale. I look forward to joining EDC’s superb team of experts who are delivering on this agenda every day.”

 

 

 

In her role as president and CEO of EDC, Steer will lead a team of 1,400 professionals working on learning, health, and youth and workforce development, helping to drive the organization’s strategy, growth, diversification, and impact in the United States and around the globe.

 

“Globally, our future relies on creating equitable access to quality education, healthcare, and economic opportunity—precisely the objective of EDC,” added Gordon Brown, United Nations Special Envoy for Global Education and former Prime Minister of the United Kingdom. “Through her work at the Education Commission, Liesbet has been a leading advocate for change at scale, and I am delighted she will be able to extend the Commission’s agenda through EDC and its network of partners.”

 

Steer’s appointment follows the retirement announcement for Dave Offensend, who has successfully led EDC for the past seven years, guiding the organization through the pandemic and increasing EDC’s growth and impact globally. Offensend joined EDC in 2015 as president and CEO ​​following his role as the chief operating officer at the New York Public Library.

 

“There is no one better suited to take over as president and CEO,” added Offensend. “EDC’s next leader not only must possess deep expertise but also embody the values necessary to effectively champion our work. We found this leader in Liesbet and are grateful to have her join our team, knowing she holds dear the same mission and vision for a healthier and more equitable future which has defined EDC since its founding.”

2022 was a year of opportunity for us to make meaningful change, together.

 

 

Across the globe, EDC staff advanced sustainable solutions to health, education, and socioeconomic challenges. This year—as is true every year—our success relied on the strength and tenacity of partners who share our vision for a bright and equitable future.

Addressing Mental Health and Well-Being

 

Compounding mental health crises continued in 2022, and EDC responded by launching our national How We Thrive campaign. Through How We Thrive, we raised awareness of the complex factors associated with mental health and well-being, advocated for increased investment, and called public attention to urgent action and solutions, such as the national mental health hotline’s transition to 988. We also continued sharing our insights on mental health in response to the events in the news, covering wide-ranging topics from cognitive biases in parents to climate anxiety in teens.

Tackling Learning Loss

 

One of the intersectional issues related to mental health and well-being is the impact of learning loss from the pandemic. This year, we provided valuable evidence and expertise to shed light on these challenges, sharing research into how summer learning programs might recover and providing insights into how the pandemic actually boosted accessibility for social and emotional skill-building. We also championed e-learning in our support of technical vocational education and training (TVET) students in Rwanda and advocated for strengths-based approaches to help schools reimagine teaching practices that would better address learning loss.

Overcoming Obstacles to Youth Employment

 

 

 

Across the world, youth continued to experience employment challenges in 2022. EDC worked to equip young people with relevant skills to improve access to livelihood opportunities or to build and sustain their careers. We aligned ourselves with USAID’s latest youth policy and empowered Rwandan youth with disabilities through greater access to skills training through our Umurimo Kuri Bose project (i.e., “Employment for All” in Kinyarwanda). Through the USAID/DRC Integrated Youth Development Activity, we provided opportunities for youth to access foundational literacy and soft skills as well as develop work readiness and entrepreneurship skills.

Promoting Literacy Around the Globe

 

 

 

 

 

This year, we continued to scale our successful work to foster literacy. We worked to provide classrooms with more books in students’ first languages through the Global Book Alliance. To that end, our work with the Selective Integrated Reading Activity in Mali helped primary school students improve their reading proficiency in Bamanankan, Mali’s most widely spoken first language. Through new publications and national presentations, EDC experts also provided insights on the impact of media literacy in the classroom, the importance of critical data literacy, and how educational television can teach young children more complex reading skills.

Building the Workforce of the Future

 

 

 

 

 

 

 

Are we adequately preparing our children for the careers of tomorrow? We continued seeking answers to this question, engaging communities to boost accessibility and training for the workforce of the future. In 2022, we launched the Our World, Our Work campaign—a 10-year initiative to accelerate youth employment in the green and blue economies. In addition, we published a new work on equity and the future of work, advocated for rural communities as vibrant engines for innovation and leveraged our long-standing expertise in STEM education. We also urged more investment in a better STEM career pipeline for women veterans and hosted the STEM-OPS Annual Convening, which gathered experts and justice-impacted communities to advocate for greater STEM training for incarcerated individuals.

Promoting Equity and Opportunity for All

 

 

 

 

 

 

 

 

Alongside our work to support a diverse and accessible workforce of the future, we continued our long-standing commitment to foster more evidence-based equitable opportunities in our partner communities. As part of that focus, we provided public health professionals with advice on conducting health surveys for LGBTQI+ youth and fostered conversations on the movement to decolonize mental health care. We also made a call-to-action for harnessing the strength and skills of adolescent girls around the world in the fight against climate change and shared the impact of our Beauty and Joy of Computing program, an introductory curriculum for students to envision a career path in computer science.

2021 in Review

2021 was another historic year. For us at EDC, it was both remarkable in what we were able to deliver—and challenging as we all continued to experience the long-term disruption and devastation caused by the COVID-19 pandemic. Despite it all, we continued to show up, collaborate, and work toward solutions that create hope, opportunity, and inclusion. We thank you, our partners and champions, for your ongoing support and we look forward to all that we can create together in 2022.

The mental health impact of the pandemic touched every corner of society. In 2021, we helped drive the conversation around this issue with opinion pieces about the mental health crisis facing young people, as well as why we must, and how we can, prevent suicide among law enforcement.

Empowering Children & Youth

We marveled at the resilience of young people in 2021. At EDC, we launched an historic project to support children and youth in Uganda. We also celebrated the success of a workforce development program that benefited 40,000 young Rwandans.

With early education at a tipping point in the United States in 2021, we offered ideas for stabilizing the system that focus on supporting the teachers. We also celebrated our work to bring learning materials to a community in need.

A more equitable world demands everybody has a voice. In 2021, we examined the link between data literacy and social justice. We also addressed systemic racism in public health.

Improving Learning with Tech

One of the biggest lessons from the past two years—learning can happen anywhere. In 2021, EDC researchers found that public media can inspire learning, and we continued to use radio to deliver instruction in some of the hardest-to-reach places in the world.
