Request For Qualifications For Professional Development

Region 10 ESC has posted a Request for Qualifications for Professional Development Inexperienced and Experienced Online Instructors. The purpose of RFQ 2009-03 is to identify qualified applicants to assist in implementing professional development in support of the Texas Virtual School Network (TxVSN).

Approved providers will be eligible to provide professional development for teachers intending to teach online courses over the network. Responses are due on or before October 14, 2009 at 4:30 PM.

The Executive Briefing provides an update on the implementation and recent legislative changes involving the Texas Virtual School Network (TxVSN). In the general session, participants will also learn about the process for students in Texas districts and open enrollment charter schools to receive courses, understand Texas definition of an electroniccourse, and related distance learning code. Breakout sessions will provide a look at approved courses from the TxVSN catalog, online teacher preparation requirements, virtual learning planning process, and how to develop rigorous online courses.

Shapiro’s TxVSN Amendment Attached To HB3646 Signed By Governor

A couple of items to begin Sunday blogging from DB Bearden, via the Yahoo! group for the Texas Virtual School Program.

Amend CSHB 3646 (Senate committee printing) as follows:

(1) Add the following appropriately numbered ARTICLE and renumber subsequent ARTICLES of the bill accordingly:

ARTICLE ___. STATE VIRTUAL SCHOOL NETWORK

SECTION ___.01. Subsection (b), Section 1.001, Education Code, is amended to read as follows:

(b) Except as provided by Chapter 18, Chapter 19, Subchapter A of[,] Chapter 29, [or] Subchapter E of[,] Chapter 30, or Chapter 30A, this code does not apply to students, facilities, or programs under the jurisdiction of the Department of Aging and Disability Services, the Department of State Health Services, the Health and Human Services Commission, the Texas Youth Commission, the Texas Department of Criminal Justice, a Job Corps program operated by or under contract with the United States Department of Labor, or any juvenile probation agency.

SECTION ___.02. Section 30A.002, Education Code, is amended by amending Subsection (b) and adding Subsection (c) to read as follows:

(b) A student is eligible to enroll full-time in courses provided through the state virtual school network only if[: [(1)] the student was enrolled in a public school in this state in the preceding school year.
