- Tuesday, February 26, 2013: Building on the Common Core State Standards to Improve Learning for English Language Learners: This webinar will look at how the transition to the Common Core State Standards and Next-Generation Science Standards presents both opportunities and challenges for the growing number of English language learners.

Made up of an assortment of grants, loans, campus-based aid, tax incentives, and other programs and policies, the federal student aid system is aimed at increasing access to postsecondary education by helping students and families pay for college. It has successfully supported millions of students with gaining access to college, but it has failed in ensuring student completion. The Alliance and numerous organizations across the country have recently released reports and principles that reimagine the design and delivery of federal student aid as a system focused on both access and completion.
Charmaine Mercer, vice president of policy for the Alliance, will moderate a conversation with three stakeholders in higher education. Kim Cook is executive director at the National College Access Network, an organization dedicated to building, strengthening, and empowering communities committed to college access and success, so that all students can achieve their educational dreams. Sandy Baum is an independent higher education policy analyst who has conducted research for the College Board, and coauthors the Trends in Higher Education series. Denise Forte is deputy assistant secretary in the Office of Planning, Evaluation and Policy Development at the U.S. Department of Education, where she assists with the development of policies related to federal student aid. Panelists will also address questions submitted by viewers from across the country.

Shortly after the new year arrived, a new Congress convened in the nation’s capital. With new faces on key congressional committees, and some familiar faces in new positions, will 2013 bring with it real advancement in federal education policy? Members of the Alliance’s federal advocacy staff will answer this question and provide other federal education policy updates, including
- an analysis of President Obama’s State of the Union address;
- a discussion of the federal budget process, including an update on the across-the-board cuts, formally known as “sequestration”;
- a status update on the U.S. Department of Education’s waivers from key provisions of the No Child Left Behind Act (NCLB); and
- the latest on the reauthorization of the Elementary and Secondary Education Act, currently known as NCLB.

Maria Santos, Deputy Superintendent for Instruction, Leadership and Equity-in-Action, Oakland Unified School District (California)Please join the Alliance for Excellent Education on Tuesday, February 26, from 1:00 p.m. to 2:30 p.m. (ET), for a webinar on how the transition to Common Core State Standards and Next-Generation Science Standards presents both opportunities and challenges for the growing number of English language learners. A number of initiatives are underway to help English learners access grade-level content while building their language proficiency. Stanford University launched a two-year initiative—Understanding Language—to look at the language demands contained in the new standards. The Council of Chief State School Officers recently developed the Framework for English Language Proficiency Development Standards to help states understand the sophisticated language competencies English language learners will need to perform in an academic area.
Kenji Hakuta and Maria Santos, cochairs of the Understanding Language initiative, and Susan Pimentel and Carrie Heath Phillips, developers of the Framework for English Language Proficiency Development Standards, will discuss these efforts and their respective accomplishments to date along with state and district actions needed to support English learners’ language and content learning. Mariana Haynes, senior fellow at the Alliance, will moderate the discussion. Panelists will also address questions submitted by webinar viewers from across the country.
